Which grants and subsidies are still available in 2026?


The Vale Eficiência voucher scheme ended on 30 June 2026, and new vouchers were halted from 23 February 2026, so owners should not plan around it.

A bank credit line for energy transition was announced in December 2025 under the Banco Português de Fomento (BPF), but we could not verify its current status. Banco de Portugal capped the TAEG on energy-transition credit at 8.9%.

Programmes change often. Check the Fundo Ambiental and the ADENE site before you sign a contract, and do not assume a subsidy applies retroactively to works already paid for.

What order should you do energy upgrades in?


Seal and insulate first, replace windows second, then size the heat pump and solar system to the reduced demand, because the earlier steps cut the size and cost of the later ones.

A well-insulated roof and walls lower the heating and cooling load, so a smaller heat pump may be enough. Replacing windows in a leaky building without addressing insulation often disappoints. Plan the sequence with your contractor before you order equipment.

Do you need an ADENE energy certificate?


Yes for sale, rent and for renovations above 25% of the property value. The ADENE certificate is valid for 10 years, and fees run from about €28 to €65 plus VAT.

The certificate is issued by a qualified expert registered with ADENE (the national energy agency). A before-and-after certificate also shows the benefit of your upgrades to a future buyer.

How do you pay for energy upgrades?


Most owners now pay from savings or use bank credit, with the Banco de Portugal TAEG cap of 8.9% limiting the cost of energy-transition loans.

Compare the loan cost against the energy saving, not only against the purchase price. A heat pump replacing electric resistance heating usually pays back faster than windows. Ask each contractor for an itemised quote so you can phase the work.
