Which properties need a passport
Any residential property rated D, E, F or G needs a renovation passport. In Portugal this covers roughly 65 percent of the housing stock. The obligation was transposed into Portuguese law from 29 May 2026, and is triggered by a sale, a new rental contract, or the start of a major renovation.
The passport document itself typically costs 300 to 800 euros, issued by a certified SCE energy auditor. The renovation work it requires is separate, and substantially more expensive, than the passport document.

What is a renovation passport in Portugal?
A renovation passport is a document issued under the EU Energy Performance of Buildings Directive that sets out the staged energy upgrades a property needs to achieve an A or B energy rating. In Portugal, properties rated D or below are required to have a passport, which includes a costed plan for each renovation stage.
Do I have to renovate if my property is rated D or below?
The renovation passport sets out the upgrades your property needs to reach compliance, but timing depends on the trigger event, such as a sale, major renovation, or the deadlines set by the Portuguese transposition of the EU EPBD. We help you understand your specific obligation and the window you have to act.
How much does remodel.pt cost?
Nothing for property owners. We charge contractors a referral fee only when a project is completed. There is no membership fee, no cost to receive quotes, and no cost to use the inspection or payment tools.
How are contractors vetted for renovation passport work?
Every contractor's construction licence (alvara) is checked directly against IMPIC registry records. We also review insurance certificates and past project references. Roughly one in four applicants passes our vetting process.
What happens if a contractor's work does not match the quote?
An independent inspector documents the condition of the property before work begins and signs off on each stage before payment is released. If work does not match scope, payment is withheld until it is resolved.
Can I manage the renovation if I do not live in Portugal?
Yes. Staged milestone payments, written quotes, and inspection reports are designed so you can approve and release funds remotely without needing to be on site in Portugal.
