Renovating in the Algarve costs roughly what it does around Lisbon, with premiums on the coast and in the summer season, and most of the difficulty comes from distance rather than from the build. Many Algarve owners live abroad, so the real questions are who inspects the work, who coordinates the trades and who answers when something goes wrong. Most works follow the prior notification route (comunicação prévia) under the reformed RJUE in force from 1 October 2026, while structural, façade and extension work needs a project by a registered architect or engineer, and plots near the coast, cliffs or the Ria Formosa face extra limits. We match you with a vetted and verified local contractor for free, with English-speaking options on request.

What's in this guide

  • Algarve prices sit close to the Lisbon baseline, with premiums on the coast and in peak season
  • Mid-range bathrooms run €14,500 to €24,000 and mid-range kitchens €13,500 to €20,500
  • Most works follow comunicação prévia, while extensions and structural changes need an architect or engineer
  • Coastal, cliff and Ria Formosa plots can face REN and park limits that block extensions
  • Absent owners need a named person on site, written milestones and staged payments

What makes renovating in the Algarve different?

The Algarve has a high share of owners who live elsewhere, a strong seasonal rhythm, salt and heat that age buildings quickly, and a coast with its own planning layers.

The region runs from the western cliffs near Lagos and Sagres, through the resort coast around Albufeira, Vilamoura and Almancil, to the Ria Formosa lagoon and the eastern towns of Tavira and Vila Real de Santo António, with a quieter interior behind. Prices are broadly similar across the region, but the constraints differ: a villa in Vilamoura, a townhouse in Tavira and a farmhouse in the hills inland are three different projects.

Four things decide most Algarve projects. Where are you on the coast, and which planning layers apply? Are you there to supervise, or do you need someone to do it for you? What season will the work run in? And does the property depend on a well, a pool or garden irrigation that water rules could affect? Settle these before you collect quotes.

How much does it cost to renovate in the Algarve?

Algarve renovation prices sit close to the Lisbon baseline: a mid-range bathroom typically costs €14,500 to €24,000, a mid-range kitchen €13,500 to €20,500 and a new tile roof €85 to €155 per m². Ask every contractor to price the same written scope so quotes compare fairly.

For a full renovation, use the Lisbon baseline of about €850 per m² as a starting point and add a premium for prime coastal locations such as Vilamoura, Almancil and the Lagos coast, and for work scheduled in the busy summer months. Heavy items such as pools, large terraces and landscaping are usually priced separately.

Trades are easier to compare by rate. Our trade pages show plumbers at about €150 to €270 per day and electricians at about €165 to €280 per day in the Algarve, with a full bathroom re-plumb at around €2,100 to €5,200. These are typical ranges to check quotes against, not fixed prices.

What permit do you need to renovate in the Algarve?

Since the RJUE reform in force from 1 October 2026, most Algarve renovations follow prior notification (comunicação prévia), while structural, façade and extension work needs a project by a registered architect or engineer. Confirm the route with the relevant câmara before you design.

Portugal uses one national framework, the RJUE (Decreto-Lei 555/99), reformed by DL 108/2026 from 1 October 2026. Cosmetic work needs no filing. Most other renovations go through prior notification, and a full licence (licenciamento) is kept for a narrower set of cases. Our permit guide explains which route fits which work, and the permit timeline guide sets out the legal decision windows.

The Algarve has 16 municipalities, each with its own câmara, procedures and workload, so processing practice varies. Ask your architect how recent filings of your type have gone in the specific câmara, and sequence the project as prior information, design, permit, then tender.

Before you buyIf you are buying a property to renovate, ask about a prior information request (pedido de informação prévia) and check the property file (caderneta predial and land registry certificate). Many Algarve houses carry extensions that were never legalised.

Do coastal and Ria Formosa rules limit what you can build?

Yes. Plots near the coast, cliffs, dunes, flood-prone land or the Ria Formosa lagoon can fall under coastal programmes, the national ecological reserve (REN) or park rules that restrict new building and extensions.

Three layers are worth checking on any plot near the water. Coastal planning programmes (POC) set protection strips along the shoreline. The national ecological reserve (Reserva Ecológica Nacional, REN) protects sensitive land such as cliffs, dunes and flood-prone areas, and the agricultural reserve (Reserva Agrícola Nacional, RAN) limits building on good farmland. The Ria Formosa Natural Park adds its own rules around the lagoon, from Faro to Tavira.

These layers affect extensions, pools and new buildings far more than they affect refreshing what already exists. A house you can renovate is not always a house you can enlarge. Confirm the plot classification with the câmara before designing, because the answer can change what the project is worth.

Check firstIf the plot is near the coast, a cliff, the Ria Formosa or farmland, confirm its classification with the câmara before you pay for a design. An approved-looking extension on land with REN or park limits can be refused after you have already spent money.

What should you check first, area by area?

Start with the question that usually decides each area: resort and condominium rules around Vilamoura and Albufeira, coastal limits near Lagos and Sagres, lagoon rules near Faro and Tavira, and legal status inland.

These are starting points, not a substitute for checking your plot.

  1. 01
    Vilamoura, Almancil, Quarteira and Albufeira

Many properties sit in condominiums or managed resorts. Read the condominium (condomínio) or resort rules first: façade, window, terrace and working-hour restrictions often apply, and some resorts limit when contractors may work in high season.

  2. 02
Lagos, Portimão and the western coast

Coastal and cliff-top properties. Check coastal protection strips and REN before you plan extensions, and budget for salt-resistant fixings, windows and finishes.

  3. 03
    Faro, Olhão and Tavira

Ria Formosa and flood-prone land affect many plots. Confirm the park and REN status, and check how older townhouses are protected in historic centres.

  4. 04
    Inland villages and farmhouses

Check agricultural reserve (RAN) status, the legal use of the building and the water source. Rural houses often have extensions without paperwork, which can complicate a permit.

  5. 05
    Properties you plan to let

If the property will be a holiday let, check the local alojamento local (AL) registration rules and the condominium position before you design, because they can limit use independently of the renovation.

How do water rules and droughts affect Algarve renovations?

The Algarve has had drought restrictions in recent years, so check current water rules before planning a pool, irrigation or heavy landscaping. Restrictions have eased since 2024, but a reduction target remained in place in mid-2026.

Emergency measures were tightened in early 2024 when reservoirs were low, then eased in March 2025 to a flat reduction target, and reservoirs had recovered considerably by mid-2026. A 5% reduction target was still reported in force in July 2026 and is reviewed periodically, so rules for non-essential use can change.

For renovation, the practical points are simple. Ask your câmara and water supplier what applies to filling or topping up a pool and to garden irrigation. Consider water-efficient fittings, greywater or rainwater storage where permitted, and drought-tolerant planting, which also lowers running costs for an absent owner.

When is the best time to renovate in the Algarve?

The best window for most work is autumn to spring. Summer is the busiest period for tradespeople, and heat limits outdoor work, so a July start often means delays and a premium.

Good tradespeople are in demand year round, and the high season adds pressure on both availability and prices. Roof work and exterior painting are easier outside peak heat, and a heavy autumn or winter rainstorm can interrupt open roofs, so plan weather cover. Our best time for roof repair guide covers the seasonal trade-offs.

Build time for a full renovation typically runs 16 to 30 weeks, a kitchen 8 to 14 weeks and a bathroom 4 to 8 weeks, after the design and permit stage. If you intend to use the property in summer, work backwards from that date and allow slack, since permits and deliveries are rarely on schedule.

How do you manage a renovation in the Algarve from abroad?

Managing from abroad works when you have a named person on site, one written scope, staged payments tied to completed milestones, and photos or inspections you can verify.

The common failures are not the build itself. They are decisions made over WhatsApp with no written record, payments released ahead of the work and nobody checking quality between visits. Put the scope, the price and the milestones in a signed contract, and release money against finished stages, not promises.

Choose who is your eyes on site. It can be you, an architect, an independent inspector or a construction project manager (gestor de projeto de obra). Our guide to whether you need a project manager sets out when one pays off, usually on multi-trade projects above roughly €100,000 or when the owner lives abroad, and the project manager cost guide explains fees. Project management is a separate service, with its price agreed with you before any work starts.

Frequently asked questions

Conclusion

Renovating in the Algarve costs about what it does near Lisbon, so the real work is managing distance, season and the coastal planning layers. Check the plot classification first, agree the scope and milestones in writing, and decide who runs the site when you are not there.

Price one written scope with competitive quotes, avoid peak season if you can, and keep payments tied to finished work.
