Add 60 to 120 days for permit processing if structural work is involved. This front-end delay is the most underestimated timeline risk for foreign owners. The câmara municipal in Lisboa is slower than most. Porto and Algarve municipalities tend to process permits faster, but none are quick by Northern European or American standards.

Permits for a full house renovation
Any renovation involving structural changes, façade alterations, or changes to the property's use type requires a building permit (licenciamento de obras) from the câmara municipal under the RJUE.

The threshold between cosmetic and structural is narrower than most foreign owners expect. Removing a non-load-bearing partition wall requires comunicação prévia in some câmaras. Replacing windows with a different frame material or size requires a permit if it changes the façade.

Every Portuguese construction company must hold a valid construction licence (alvará de construção) registered with IMPIC. A contractor quoting on a €120,000 full renovation must hold at least a Class 2 alvará.
