That range is wide for a reason. The same kitchen can cost €10,000 or €30,000 depending on three things: whether you keep the existing layout, how much you spend on cabinetry and countertops, and whether your renovation qualifies for Portugal's 6% reduced VAT rate.

The price ranges, plainly


Budget tier: €8,000 to €12,000

This is a cosmetic refresh. You keep the existing kitchen layout, sink stays where it is, appliances stay roughly where they are, and you swap out what is visible. New IKEA or equivalent flat-pack cabinets, a laminate or basic stone countertop, a new sink and tap, fresh tiling on the splashback, and one or two new appliances. Materials run €4,000 to €6,000 and labour runs €3,500 to €6,000.

Mid-range: €12,000 to €18,000

This is what most foreign owners actually do. New cabinets in better-quality MDF with proper soft-close hinges, still IKEA at the core but with custom fronts from a Portuguese carpenter. Engineered stone or quartz countertop. Proper integrated appliances. Full retiling. New plumbing and electrical to current code. Materials run €7,000 to €11,000. Labour runs €5,000 to €8,000. Three to five weeks of work.

Premium and full gut: €18,000 to €30,000+

This is a layout change. Custom cabinetry from a local carpenter (marcenaria), high-end appliances (Miele, Gaggenau), natural stone or premium quartz, often a bespoke island. Materials run €12,000 to €20,000. Labour runs €8,000 to €15,000. In a heritage building, add 15 to 20%.

Almost all of central Lisbon is designated ARU. Your contractor or architect can confirm via the Câmara Municipal.

This is the condition most foreigners get wrong. ARU designation alone is not enough. The municipality must also have an active ORU in force.

The practical takeaway: do not assume you will get 6% VAT on your kitchen quote. Ask your contractor in writing, before signing, what VAT rate they will invoice at and on what legal basis.

IKEA METOD boxes are genuinely well-made. Pair them with custom fronts from a Portuguese carpenter and nobody can tell.
Sink and tap
Mid-market brands (Roca, Teka, Grohe Eurosmart) perform identically to premium brands.
Lighting fittings
Buy the cheap recessed downlights at Leroy Merlin. Spend on the bulbs, that is where the light quality lives.
Don't save here
Plumbing rough-in
Cheap plumbing inside a wall is the most expensive thing you will ever do. You pay for it twice when it leaks.
Electrical work
Faulty electrical work is the leading cause of residential fires in Portugal. Never the place to cut corners.

The cheapest quote is almost always cheapest because something is missing from it. The middle quote is usually the right answer.

Get quotes, in writing, with the same scope
If two quotes come in at €14,000 and one at €7,500, the cheap one is missing something. Find out what before you celebrate.

Insist on a contract in Portuguese and English
Pricing, payment schedule (30-30-30-10, never 100% upfront), timeline, scope, and what happens if either side delays.

Verify the Alvará de Construção and NIPC
Both the construction licence and tax registration are public and verifiable. Anyone working without them is uninsured.

Speak to two former clients in similar properties
Reputable contractors provide names. Disreputable ones get evasive. A five-minute call catches more problems than anything else in this process.

Pay in tranches against verifiable progress
Never pay for work that hasn't been done. 30% on signing, 30% mid-point, 30% on completion, 10% after snagging.
